When the railroads order railcars and equipment, they typically would order equiment that can be used anywhere at anytime on their system. Though AFAIK, the only place they cannot be run is on the Atlantic Branch between Jamaica and Flatbush Avenue, although the viaduct on Atlantic Avenue in Brooklyn has been rebuilt to a more stronger standard, I do believe they still cannot run on that portion.
