The benefit of the Rockaway line that you're not acknowledging is that capital costs would be lower, and it could generate entirely new ridership. Yes, most are headed to manhattan, but you could pick up additional non-CBD bound riders who presently take a far less convenient bus or even train to bus option. It won't have the ridership levels of SAS, but it also won't cost nearly as much to build. |
