A feeder bus well utilized is 30 cars off the road.

Most people who live on LI and work on LI will drive because there is no alternative, and you want to make sure they never get one as a self-fulfilling prophecy.

( Before committing to intra-island commuters)
Why are you setting unnecessary prequisites and conditions ? There will be no 3 track main line for 10-20 years.
