And as a practical matter, you do a system like this as a database that links to the sound files. You record each station name, each train name, and your various 'standard' announcements (e.g. "Watch the closing doors").

Standard Announcements:
[This is a]
[local train]
[to]
[The next stop is]
[Transfer is available to]
[Stand clear of the closing doors]
[trains]
[and]

Train Names:
[4]
[5]
[6]
[7]
[Times Square Shuttle]

Station Names:
[42nd Street-Grand Central]

So you build your announcements by selecting the items you need from each table, like so:
[This is a][5][local train][to][Bowling Green][The next stop is][42nd Street-Grand Central][Transfer is available to][4][6][7][and][Times Square Shuttle][trains][Stand clear of the closing doors]

In this way, you only need to record each item once; you build your 'route table' to include the list of stations you stop at. The annunciation program does the rest.
