I'm inclined to agree. If it was desired, there should be no reason why the switching can't be done at Brighton Beach. Even if the southbound local and express arrive at Sheepshead Bay at the same time, the local waits, the express goes, and with good conductors, the passengers on the local train will be told that they can get to Brighton Beach faster with the express.

Going northbound, all they have to do is have an local depart Brighton Beach when a corresponding express from Coney Island hits about Ocean Parkway.

Also, with all of that space behind Brighton Beach, I don't see why trains terminating there can't all arrive at the same platform and depart from the northbound platform. I and people I know have missed trains thinking they were on the right side for departure.

It's less than 20 TPH all together at the height. How long can the delays possibly get?
