Logistics to set up TV in the East Room. It isn't equipped. They have to run cables, lights, setup the podium and get everything running. It takes time. He'll be on soon.

Not ALL the networks were hooked up ... 2 hours for full facilities on a pool feed is extraordinarily fast unless it's out of the press room.

I'm sure the hardest part of the delay was clearing satellite time for the stragglers. Haven't done White House since the 90's myself, but plugging in everybody and making sure they have sound is a bitch. Same to clear the sat feeds and make sure everybody's on headset. There's a lot more to it than it looks even if there's video or even room audio doesn't mean that everything's up. When events are done from that room, setup is usually completed at least 8 hours ahead of airtime.

There was certainly no advantage in missing the 11PM deadline on the east coast if that helps any ...

Well ... wasn't field engineer on duty for that shoot, so can't say for sure what happened. I can only tell you that I've done the pool feed multiple times down there in the 80's and 90's and usually the delay was because CBS was late. Even in the 50's they were legendary for being fashionably late to the shoot. I remember an excellent clip by Everett Dirkson repeatedly asing "Is CBS here yet?" before starting his PC.

But until proven otherwise, I'll attest to how difficult it is to get television out of that room and into the multi boxes on short notice.

He was absolutely insufferable. Seriously. One of the reasons why WABC took him off the city hall beat and told him to go "investigate shit" was because City Hall pulled WABC's press creds over a few of his misbehaviors ... of course, knocking down the mayor's press secretary was just one of them. So in order to get their press pass back, Geraldo got sent to Willowbrook and there was no stopping him after that.
