So you're saying people are robbing other people more than ever, but they're taking great care not to kill them?

That's the only conclusion I can draw from your posts.

Maybe you're right but I personally would be surprised if we have a population of criminals who thinks, OK, I can risk beating up this guy but I'd better not kill him because then the cops will actually try to catch me.

I remember a captain in the 80's who tried to tell us a purse snatch or chain snatch was NOT force and to make all purse/chain snatches grand larceny instead of robbery to get the robbery stats down. And he was norm, not the exception.

As a conservative I admit crime isn't as bad as the media makes it and I feel safe in NYC HOWEVER to say the city doesn't try to downplay crime is just not living in the real world.

But if it was already happening in the 80s, then those tactics aren't having any effect on the changes is reported crimes.

I can believe they were underreported then and underreported now. But they can't really be far more underreported now than 20 years ago if this trick has been going on for 40 years.

I can believe that the city has been downplaying crime; probably even since Wagner was mayor.

What has no credence is that the city keeps notching up their trickery more and more, year by year, for 40 years or more.
