Well the science pretty much agrees you have to be with an infected person about 15 minutes to contract it. What is the chance you're going to be next to an infected person (the vast majority of people aren't infected) for 15 minutes or more in a store. That's why most people contract covid from people close to them, such as at family gatherings rather than from stangers.

You'd have to be next to someone, within less than 6 feet for 15 minutes. Who are you with in the store for 15 minutes aside from whoever came with you? If I own a business I don't think I should be forced to pay for a ramp, elevator, parking, or even be forced to let a guide dog in my place. Water always seeks it's level. Supply and demand. In other words people might stop going there and other stores or restaurants will take their places.

But here we have a case of an owner going out of their way to make people with a disability feel unsafe if they enter.
