Coast Guard thinks foreign ships should go home for medical attention instead of lining up at the US

Posted by Orange Blossom Special on Thu Apr 2 14:47:29 2020

[Guess the US doesn't have the worst system in the world].

Foreign-flagged ships are the norm in the cruise industry. By registering ships in the Bahamas, Panama and other countries, cruise companies can avoid U.S. taxes as well as employment and environmental laws. But now, the Coast Guard is telling those companies that their ships should seek medical care in the countries where they are registered, rather than rely on the U.S.

"Foreign flagged vessels that loiter beyond U.S. territorial seas, particularly those registered to The Bahamas, that require a MEDEVAC to a shoreside facility should seek flag state support prior to seeking support from the limited facilities in the U.S.," Jones wrote.

The U.S. Coast Guard is telling foreign-flagged cruise ships to be prepared to care for people with COVID-19 for an "indefinite period of time" at sea or to seek help from countries other than the U.S., citing a health care system that is being overwhelmed. The instructions are in a new safety bulletin that took effect this week along the southern Atlantic coast, including Florida – which is reporting more than 6,700 coronavirus cases, as of Tuesday evening.

If a cruise ship must send someone ashore for medical care, its owner will be responsible for essentially every step of the trip, from arranging an evacuation to hiring a private ambulance and ensuring the person has a spot in a hospital. But the Coast Guard bulletin, signed by Rear Adm. E.C. Jones of the 7th District based in Miami, also says it could be difficult to find any facility in South Florida that can take new COVID-19 patients.

Excellent point. You'd think based on what AlM and Bingbong claim, these ships would want to dock in Montreal or even Liverpool. I wonder how many Canadians are on those ships that live in hopes that the ships dock in the USA

Both Holland America ships that were anchored off the Florida coast will be permitted to dock at Port Lauderdale. And both ships are foreign flagged.

There may be some maritime treaties, which the US signed, that may require aid to a ship in distress regardless of registry.

Refraining from aiding those who avoid US taxes has a certain appeal. I wish the concept were used in the last stimulus package.

The reasons for flying a foreign flag has little to do with avoiding U.S. taxes. For starters, it avoids mandatory U.S. safety standards. It also may avoid wage and hour laws of the U.S. (many cruise employees are paid far less than U.S. minimum wage) as well as environmental regulations.

When a ship docks it does become subject to the laws of that state. If deficiencies are found it's possible that the ship could be detained. Remember, though, when you step foot on a cruise ship, even when docked at a U.S. port, you are not necessarily governed by U.S. law.

but company is not , neither is parent company, reason is ancient American shipping laws, registering a ship in US will cost about 400% in maintenance due to tax requirements , yet hardly any dry dock can be used, crewing law would mage that $450 week crew cost about $15000 .

Last US cruise line only lasted 18 months before they went belly up in 2012.

This 6 min video goes through all the laws you might be under during the course of being on a cruise ship:

Explains why I had to pay NYC sales tax on beer while docked on Pier 90, and once we got far enough away the cash registers stopped charging the tax.

Sailed around the Hawaiian islands, IIRC.

Yeah, "the US has the worst system" except when people need it. You would think they would all seek the Canadian system or all the other *wonderful" systems from the leftist playbook.

Yes. Most of the big ones are Bahamas or Bermuda flagged

Canadian used to love to get procedures in the US.

Snowbirds would plan on procedures in Florida every winter.

Now it's not the easiest thing to do.

Sometimes I hear Canadian athletes who are now in their 30's and need rotator cuff or knee surgery complain it took months just to get an MRI.

That's the biggest understatement ever committed on this board.

First sentence. 3rd sentence, and so on.
