The reasons for flying a foreign flag has little to do with avoiding U.S. taxes. For starters, it avoids mandatory U.S. safety standards. It also may avoid wage and hour laws of the U.S. (many cruise employees are paid far less than U.S. minimum wage) as well as environmental regulations.

When a ship docks it does become subject to the laws of that state. If deficiencies are found it's possible that the ship could be detained. Remember, though, when you step foot on a cruise ship, even when docked at a U.S. port, you are not necessarily governed by U.S. law.
