When the complaint is entered into the computer, it's reclassified as lost property. 10 people get their chain snatched. 6 don't bother reporting it to the police at all. 4 do, all of them are told that they'll never see the chain again so why even bother. 2 insist because they have insurance. So now in NYPD Compstat World, only 2 chain snatches occured. See how this works? |
