Party of the rich: In Congress, it's the Democrats

Republicans are the party of the rich, right? It's a label that has stuck for decades, and you're hearing it again as Democrats complain about GOP support for tax breaks that benefit corporations and wealthy individuals.

But in Congress, the wealthiest among us are more likely to be represented by a Democrat than a Republican. Of the 10 richest House districts, only two have Republican congressmen. Democrats claim the top six, sprinkled along the East and West coasts. Most are in overwhelmingly Democratic states like New York and California.

The richest: New York's 12th Congressional District, which includes Manhattan's Upper East Side, as well as parts of Queens and Brooklyn. Democrat Carolyn Maloney is in her 11th term representing the district.

Per capita income in Maloney's district is $75,479. That's more than $75,000 a year for every man, woman and child. The next highest income district, which runs along the southern California coast, comes in at $61,273. Democrat Henry Waxman is in his 20th term representing the Los Angeles-area district.

House Democratic Leader Nancy Pelosi's San Francisco district comes in at No. 8.

Across the country, Democratic House districts have an average per capita income of $27,893. That's about $1,000 higher than the average income in Republican districts. The difference is relatively small because Democrats also represent a lot of poor districts, putting the average in the middle.

Democrats say the "party of the rich" label is more about policies than constituents.

During the 2012 presidential election, Republican nominee Mitt Romney declared, "We're not the party of the rich. We're the party of the people who want to get rich."

The famously wealthy Romney also uttered a more famous quote about the 47 percent of Americans who pay no federal income tax.

"My job is not to worry about those people," Romney said in a secretly taped speech at a private fundraiser. "I'll never convince them that they should take personal responsibility and care for their lives."

In the election, Romney carried only one income group: people making $100,000 or more, according to exit polls. But when it comes to Congress, the rich districts like their Democrats.

The 10 richest House districts:

    Per capita income: $75,479

  • California 33
    Rep. Henry Waxman, Democrat
    Per capita income: $61,273

  • New York 10
    Rep. Jerry Nadler, Democrat
    Per capita income: $56,138

  • California 18
    Rep. Anna Eshoo, Democrat
    Per capita income: $ 54,182

  • Connecticut 4
    Rep. Jim Himes, Democrat
    Per capita income: $50,732

  • Virginia 8
    Rep. Jim Moran, Democrat
    Per capita income: $50,210

  • New Jersey 7
    Rep. Leonard Lance, Republican
    Per capita income: $48,556

  • California 12
    Rep. Nancy Pelosi, Democrat

    Per capita income: $48,523

  • New York 3
    Rep. Steve Israel, Democrat
    Per capita income: $47,991

  • Virginia 10
    Rep. Frank Wolf, Republican

The market volatility has nothing to do with anything you mentioned.

The markets are afraid of a global recession. Why? One reason, not necessarily the only one, but still a big reason, is that they fear governments will continue austerity and not use stimulus programs to prevent the recession.

I managed a hedge fund for years. I know what I'm talking about when it comes to the stock market and don't have to prove anything. You, OTOH, know very little about most topics and nothing at all about market volatility.

Sometimes volatility just happens. Markets have risen virtually uninterrupted for several years – at least since 2011 - leaving stocks potentially over-priced and valuations inflated in many cases. Volatility had all but disappeared from the investing landscape.

Towards the end of summer the Fed began making it clear they are ready to start raising interest rates, probably in mid-2015, a move that will impact corporate earnings and ultimately stock markets. Factor into that the simultaneous rise of ISIS, the Ebola outbreak and recent concerns for global growth and investors have suddenly grown skittish.

Investing is frequently driven by emotions rather than any rational decision making process. If something even a little bad happens it can lead to an exaggerated market reaction. Volatility has been at historic lows and is finally starting to revert to historic norms.

I'm more concerned about falling oil prices. Should oil close much below $80 and stay there, drillers are going to scale back. That would mean frac sand companies scale back, unemployment in the oil fields goes up, and ultimately, less business for railroads, one of the engines (no pun intended) that has been driving the stock market. Put it all together and you have a recipe for even more volatility.

It's helping, but...I'd prefer it not fall much below $80. The oil sector is like a canary in the coal mine. While oil prices certainly can and are manipulated (in 2011 it was estimated that about $15-$20 per barrel was attributed to speculators pushing up prices), markets prefer stability. Too high or too low sets off a chain reaction that frequently has unintended consequences.

I managed a hedge fund for years.

Somehow, you'd never think that some railfan from Fort Worth, TX was running a hedge fund.

That would mean frac sand companies scale back, unemployment in the oil fields goes up, and ultimately, less business for railroads, one of the engines (no pun intended) that has been driving the stock market.

On the upside, those of us in the Northeast that are stuck using oil heat can breath a little easier this winter with lower heating costs.

I believe being based in Stamford or NYC is legal requirement to being called a US-based hedge fund. Otherwise, you're just an unregulated invitation-only mutual fund that caters to people with lots of money. :-P

Note however that the NY Times agrees with bingbong and not Dave on this issue. That doesn't necessarily make Dave wrong, but it it does make it more likely that he is oversimplifying.

I never attack anyone. I do point out statements I believe are incorrect.

I do it less with bingbong than Dave because as I have said several times bingbong doesn't distinguish between fact and feelings, so after saying that a few times there's nothing more to say. Dave, on the other hand, is often accurate in his facts, so when he's not there's more reason to point it out.

Same holds for you. Much of the time your facts are correct, so when they're wrong it's worth mentioning.
