There are so many things going on in that article. The argument about Asians is similar to past arguments about limiting the number of Jews in prestigious schools.

But the one very interesting paragraph, which the Times doesn't explore, is this:

'Her mother, Annmarie Miller, a nursing assistant at a hospital in the Bronx, recalled a cousin’s reaction when she mentioned Rudi’s pick: “You have to be Chinese or Indian to get in there.” A co-worker, also black, “said the exam is built to exclude blacks because it’s heavy on math, and black people can’t do math,” Mrs. Miller said.' [Emphasis mine]

I'll let go the stab at racist intent implied there and go to the black person's perception that black people can't do math. At worst it implies a genetic predisposition that has never been scientifically demonstrated; at least it implies a defeatism, a mental or cultural block, where thinking makes it (not) so.
