It achieves racial balance without necessarily assigning racial preferences. California needs something like that for blacks and Hispanics to get accepted into the UC schools. UCLA has twenty-something thousand or more undergrads and their freshmen classes are only getting a couple hundred non-athletic scholarship black students. I've heard that some classes have had less than 100. |
