Not if accompanied by increased taxes and a higher minimum wage, if necessary.The latter would also have a negative effect by decreasing the number of low wage jobs available. The higher taxes would also depress real incomes. Arguably, the new benefits would compensate, but this would in effect be a redistribution from those who make use of the services to those who don't. |
