And it warns that the law will also make it illegal to hire or be hired from a vehicle stopped on the street.

It should be illegal to hire "day laborers". Obviously they are not being processed through Human Resource departments, I-9's and new hire reporting is not done, and if they are paid in cash then proper taxes are not being withheld. Anyone hiring a "day laborer" and paying cash should be arrested for tax evasion along with the day laborer.
