It can definitely create scarcity and waste limited land resources. Instead of consumer demand being able to decide things in the marketplace, a master plan does. That's wonderful when the master plan isn't all that bad, but how often does that happen?

No, but it's been held to be within the reach of a State's "police power".

Rent control preceded that unrelated decision, anyhow.

Widespread rent control really came into its own in the postwar era, between the inflation, scarcity, and booming population.

Mercifully it's being very, very slowly phased out in NYC, which is at least some progress.
