It can definitely create scarcity and waste limited land resources. Instead of consumer demand being able to decide things in the marketplace, a master plan does. That's wonderful when the master plan isn't all that bad, but how often does that happen?It hasn't been established how zoning led to rent control. AFAICS, the latter preceded the former. it's been held to be within the reach of a State's "police power" That's got nothing to do with the Supreme Court. The Tenth Amendment allows states to assert that at their discretion. |
