What happens on days you have to fast? Are you able to open a can of cat food or dog food for a pet?

Yes. You can feed your pets/animals with no problem. The only prohibition is against the human eating or drinking.

Or what about on shabos-manual can openers okay

I'd have to ask a rabbi. My cats eats dry cat food and that comes from a bag or container with a lid.

But according to this link, it seems like opening a can (with a manual can opener, like you said) would be ok.
