If ICE followed the instructions that Trump has publicly given them (concentrate on aliens charged with crimes), people would be less hostile to them.

But ICE management finds it more convenient to spend most of its resources on aliens who have never been charged with a crime.

And of course many Democratic politicians don't bother to make the distinction either.
