It also seems to have been more OK 2 centuries ago. A brother of my great-great grandfather married his first cousin. Giuliani got his marriage to his second cousin annulled, but that was a dubious thing. There's nothing in Catholic Church rules that makes that unallowed. (Though one relative of mine married her double second cousin and had to get Church dispensation for that.)
