if they saw a record as long as Martin’s they likely would not have taken a case to a jury on only his testimony.

If his testimony is not reliable, why is he still on the force?

Mr. BILLBKLYN agree on that. We disagree that a complaint that is sustained by the CCRB or a lawsuit award indicates the cop is a potential bad apple.

if Martin was one of many officers named in a $1,000,000+ lawsuit but the Plaintiff named every cop he/she/they came in contact with

Neither you nor I have the information to know whether this was the case.

Martin really did not do anything

If there were violence, Officer Martin was obligated to intervene. It should not matter whether that violence were perpetrated by civilian or a police officer. Doing nothing makes a police officer complicit.

That being said, this does not represent the 11%. Maybe 0.01% or less.

That's conjecture. We will have a better knowledge, when all discipline records are subject to public review.
