This came up because JayZee claimed that "The entire job was unfounded." The idea being is that because the bill wasn't actually counterfeit, it was unnecessary to call the police. While it doesn't go to police policy, where they would be obligated to respond to a call and investigate, it is a legitimate issue with regard to race relations whether a person is more likely to call the police on a black person than on another person.

In the case of a counterfeit bill, if the bill weren't actually counterfeit, then it would be racist if the shopkeeper assumed it was if because Mr. Floyd was using it. It would still be racist if it actually was, but the shopkeeper would never have had such suspicion if the holder weren't black.

The Cooper incident in Central Park is a classic example of racist use of emergency services.
