So, in other words:

2013-2019:
· US traffic fatalities: 32,894-> 38,800 (est): 18.0%
· NYC traffic fatalities: 299 -> 219: 26.8%

2014-2019:
· US traffic fatalities: 32,675 -> 38,800 (est): 18.7%
· NYC traffic fatalities: 259 -> 219: 15.4%

2014-2019:
· US traffic fatalities: 39,404 -> 38,800 (est): 1.5%
· NYC traffic fatalities: 200 -> 219: 9.5%

You are correct about the 2019 numbers. It's important to note that trends over multiple years are used instead of single year changes because the data is far less subject to random variation.

I agree with you, however, that Vision Zero has not been a success. The city is not on track to meet its goal of zero traffic fatalities and serious injuries by 2024. Only by tackling the large numbers of cars on our streets with more protected bike lanes, bus lanes, sidewalk extensions, etc., will we eventually reach that goal.
