No, it isn't. In papers composed by the founders as they created the Constitution, the intent to strongly regulate this "right" is made quite clear. Gun regulations were among the first laws passed by the first Congress. They required registration and competency training. There was a public list of gun owners. Nothing unconstitutional about any of it.
