If you flick up, yes, it does. Wise people, facing a liability issue, get the insurance. Any gunshot victim should have the right to sue for their losses, as well as the costs involved in living with catastrophic injury.

Don't want the risk? Skip the gun. Or get insurance. It's how everything else works.
