Citizenship, Mental health history, arrest history (not ending in conviction or equivalent finding) should not be included. As for plea bargains, there is no reason why that shouldn't be treated the same as conviction after trial.

There also should be no requirement for character references. That's the worst bullshit ever.

What about when people move? What if the gun range in the other part of the country is an award-winning range? What about hunting different animals indigenous to different areas? SMH.
