Basic individual Constitutional rights don't absolve people of the consequences when their guns injure or kill other people, just as freedom of speech doesn't relieve you from the consequences of the things you say, write, or broadcast.

I happen to agree with Bingbong here, gun owners could be charged an ownership tax that could be placed into a fund that provides medical care for those they shoot out of ignorance or error.
