Until your post, I never even thought of the issue of whether she had to personally sign these documents, but it is obvious from your hypothetical that there is some sort of contingency even if she does personally sign some documents. The only explanation that makes sense is that any of her subordinates approving the documents is the equivalent of her approving them personally, which is why she doesn’t allow it.
