Here in NY the black market for cigarettes is HUGE, especially in the Asian and Russian communities.

Besides making under-the-table monies, the cost of "combatting" the drugs is too cost effective for the taxpayers.

Hmmm.. It depends on certain factors such as medical reasons- is the mother's life in danger if she carries full term? Is the kid going to come out like you, a retard, etc... For a normal pregnancy, the father should have some legal standing, BUT if the kid is born, HE sould be legally liable to single-handedly raise it and provide financial support.
