Queens CB 14 withdraws their support for SBS on Woodhaven Blvd.

Only two Board members voted to support DOT's latest proposal to install SBS on Woodhaven and Cross Bay Blvd at the March 22nd, 2017 meeting after seeing the presentation given by the Queens Public Transit Committe about SBS.

The presentation and a PDF of the presentation are available here .

It was also sent to DOT and the MTA for them to correct any statements they believe are incorrect. If any responses are received, they will be posted in this thread.

I liked this particular line in the presentation:
A state law requiring non-emergency vehicles to give the rightof-way
to buses pulling out of bus stops would save buses more
time than SBS and would cost next to nothing


I've seen a sign on the back of buses in various places stating this requirement - it would be a great help. The "solution" CDTA came up with was pretty ingenious though - bus stops on side streets do not have the "no parking" restriction, so the bus gets to stop in (and thus block) the travel lane. No trouble pulling back out into traffic there :).

There is no present requirement for this in NYC, hence the proposal. There already is a law in Tennessee and a few other states requiring this. I posted this before here and was criticized for it as being unenforceable.

I first thought of this about five years ago when I saw a B4 waiting a full five minutes in order to leave the old terminal stop at Coney Island Hospital because it had to wait for a break in traffic exiting the Belt Parkway which was where they decided to locate the stop. Guess no be at DOT forsaw that problem. Didn't know at the time it was already a law elsewhere.

It is enforceable in the sense that the bus can pull out into traffic forcing the car breaking the law to have to stop short. Yield stickers on the back left side of the bus would make it obvious that this is the new normal.

Also, it's no less enforceable than the rule to stop for stopped school buses.

I fully agree it is enforceable. The way I see it, the law needs to be worded so that if a driver can see the rear view lights of the bus, he must wait for the bus. If he is already alongside the bus when the bus signals to leave the stop, the car still goes first. Of course emergency vehicles are exempt.

I think due to the novelty of the law, you will need a flashing light of some kind, preferably a flashing "Yield" shape on the bus. It can automatically blink when the driver signals left just after closing / locking the doors.

In Boston, I know that the Green Line has those signs on the doors not to pass on the right while doors are open so that passengers can board / alight but honestly I'm not sure if the average driver would know that the doors were really telling them to stop (assuming they did not know the law already) -- they may look more like graffiti at first glance.

Toronto's Flexity delivery seems to have it right based on what I've seen on YouTube with the instruction flashing and each door having flashing red lights.

For better or worse, people react to lights more than to signage. School buses use high flashing red lights to stop traffic (the "Stop" sign sticking out being more of a reinforcer -- I remember riding school buses growing up that didn't have those).

Thinking about it more, if a flashing light was put on a bus to blink when the bus was merging and it was a requirement that all traffic yield, it might as well be a flashing "Stop" sign. People in NYC don't really know what a Yield sign is anymore (or at least don't do what it says) since they appear in silly places like highway merge points when merging makes much more sense then yielding and so nobody actually yields.

A flashing "Stop" sign tells people they have to let the bus in better than a yield sign would, and as long as it stops flashing in a timely manner it may be more effective overall.

How about just using the school bus method then, only once the doors are closed and the bus has signaled "left." It would be a lot more simpler way to instruct drivers than making them look at brake lights, which are seen hundreds or thousands of times anyone drives.

If you are alongside the bus when the bus signals with its left turn signal, the bus can't move to the left any way. It would have to wait for traffic to clear up ahead in the lane it is in, so I don't see the benefit for buses if that were allowed and more cars would be inconvenienced.

I think a sign on the rear of the bus stating the law requires you to let the bus go first is all that is necessary, but if course it has to be large, clear, and noticeable.

Buses are not sacred.

One bus is typically carrying more people than all the cars in the travelling lane between it and the previous intersection. City & express buses absolutely should have priority.

Note: I would not extend this to tour or intercity buses (such as Chinatown types, Megabus, etc), since they have to pull out of a stop so infrequently that it isn't as much of an inconvenience for the passengers aboard. Also in the case of Chinatown buses, cars present in the lane are never considered an obstacle anyway :).

Then it needs to be school-bus quality or better. As it is, there exist drivers that don't think that going around a school bus with its lights flashing is the same as running a red light (as they will wait for the latter but not the former).

Fewer school buses in NYC. Picture Hylan Blvd, Queens Blvd, 18th Avenue or any other heavily traveled street. Yielding to transit buses would only slow up everyone else on the road.

Let's say in the amount of time it takes a bus to merge, two or three cars could have gone by. Now let's say the bus is has 10 people on it (far less than half capacity). Almost definitely more people have had their time saved than had to wait in this case.

School bus rules are ridiculous, technically if a bus has the stop sign out on the Queens Blvd Service Rd then ALL of Queens Blvd has to stop.

Guess you have never been to Borough Park at 3 or 4 PM. At least 6 school buses in all four directions at virtually every intersection. I once counted 14.

I never thought this this rule made sense within NYC, but what you said regarding Queens Blvd is not true. I once checked the law and there is an exception when the street is divided by a mall. Not sure though if a school bus stopped in the service road means that travel in the man road in the same direction also has to stop.

I checked and you are correct. The only other state where this is true is West Virginia.

Also found this interesting statement: . "The New York State Department of Transportation once recommended that the State Legislature exempt traffic from stopping for a school bus stopped on the opposing roadway of a divided highway, but this has not been done."

Totally ridiculous law for divided highways.

The road from 69th Transportation Center to the outskirts of West Chester , Pa. is a divided highway with a grass median. I have never seen anybody stop for a stopped school bus on the other side of the median, say the bus in on the eastbound side and you're on the westbound side of West Chester Pike.

That is because in Pennsylvania and most states one does not stop for a school bus on the other side of a divided highway. New York is one of the few exceptions.

List of School Bus laws by state


Colorado, Mississippi and North Dakota are additional states which are also the exception. Other states are considered to be "partial" exceptions (roadway 4 lanes or more, etc). NJ has maximum 10 MPH limit while passing bus in opposite direction.
