Consider the problem of navigating on France's back roads. There is a system of numbered national and departmental routes, similar to our US and state highways. These route markers are shown on the Michelin and IGN maps. However, they are rarely displayed on the direction signs. Their system is to navigate from town to town. So, if you want to go from A to Z, you must memorize the route goes from A to B, B to C, C to D, etc. Then follow the signs for B, C, D, etc. There's also the question of reading their direction signs. That's another problem. |

Well, back roads can be pretty badly marked in the US too. Say you want to go to the La Sal Mountains in Utah, a major recreation area which has exactly one significant paved road, the La Sal Mountain Loop Road. Here is the signing for the turnoff from the south approach. |

"Different elements of a program certainly can be unrelated."The fact that they are part of the same program makes them a relation. What you are saying is that someone could be someone's son and someone else could be that persons daughter and the son and daughter are not related. Wrong they are brother and sister so they ARE related. This is no different. But you go on believing whatever you want because in your mind you know everything and anything I say is not worth listening to because it couldn't possibly be correct. |

The problem is that you can't write. I reread your post. You meant to say "existing conditions" and instead mistakenly used the word "plan" confusing everyone saying the "proposed plan" is superior to the "existing plan". There is no "existing plan". There is only one plan which is the Proposal unless you want to call the proposal the existing plan which is different from the existing conditions. |
