Consider the problem of navigating on France's back roads.

There is a system of numbered national and departmental routes, similar to our US and state highways. These route markers are shown on the Michelin and IGN maps. However, they are rarely displayed on the direction signs.

Their system is to navigate from town to town. So, if you want to go from A to Z, you must memorize the route goes from A to B, B to C, C to D, etc. Then follow the signs for B, C, D, etc.

There's also the question of reading their direction signs. That's another problem.
