NYC Taxi & Limousine Commission Drives Unlicensed "Dollar" Vans Off The Road |

For about two bucks a ride, these vans provide a quick ride through transit-starved neighborhoods. Some of the dollar vans are legit, but many aren't. So every day, Taxi and Limousine Commission officers and NYPD officers tail rogue vans to take them off the streets. NY1 tagged along on Friday, and not long into the trip, the officers found an unlicensed dollar van. Several women who were headed to Eastern Parkway and Utica Avenue were now stranded far from their destination. "Everybody needs money in their pocket. So what?" said one passenger. The women walked to the bus, and the TLC crew moved on and nabbed another unlicensed van around the corner. "I am taking it to the staging area, if it starts," an officer said. They drove off and prepped for the impound, and the driver was left on the curb. "The drivers, they are going to receive two tickets. One ticket is for being unlicensed and they are going to receive a second ticket to the owner of the vehicle and they're also going to receive a seizure form," said TLC official Ron Sobers. The seized van will eventually go to a tow lot in Williamsburg. It's just one of between 700 to 800 vehicles the TLC seizes every month. TLC Chairman David Yassky said a licensed passenger van would have a "TLC license plate and it's got the round TLC sticker there. Then you know it's been licensed, it's a legitimate vehicle." Yassky said this initiative is part of a new crackdown. "We want people to provide the service, but we want them to do it with the right insurance and we want the driver to be licensed, so that the passengers can have the protection of knowing that the driver has been drug tested, has been screened for a good DMV record and screened for a criminal record," said Yassky. I work at the Taxi & Limousine Tribunal at 32-02 Queens Blvd, near the 33-Rawson Station. The penalty was a $200-$1500 fine, set by the Administrative Law Judge.On July 10, 2012, Gov. Cuomo signed into law major changes. The penalty for the first violation is now a $1500 fine, and all subsequent violations within a year increases to a $2000 fine. Seizures may still be high, but it used to be much higher. In other words, the law was meant to discourage activities defined by state law as "illegal", and it has done its job. TLC Inspectors, keep up the good work! |

I could understand if the B-41 or the B-44 ran with headways like the old B-71 route! Explain to me why years ago (before "dollar vans"), people were able to wait at their respective bus stops for a bus like normal human beings... Rational human beings should realize that public transportation involves waiting a few minutes for their bus or train. I do realize that bus bunching and delays occur, but "shit happens"... But in any case, Flatbush Avenue and Utica Avenue are definitely not "transit starved"! |

The enforcement is less because vans were making lots of money when the enforcement was high. If TLC was out every day, the legal guys would make TONS of money. The only way to keep the industry weak is to not do enforcement very often. |

Actually, rational human beings seek out the fastest route (that fits within their budget) from point A to B. If the dollar van comes first and is not too much of an additional cost over waiting for the regular bus, there ya go... also the dollar van can be 'persuaded' to deviate from the route or skip a bunch of stops.The idealist who says "I should wait for the city bus because it right" is actually irrational. Which means enforcement is key. Otherwise we end up with something like what happened to NJT's 181 - shitty unairconditioned and inaccessible vehicles take over a prime route. |

"Everybody needs money in their pocket. So what?" said one passenger.That's one passenger who does not give a fuck about human life or property - - or even the high cost of automobile insurance. When an unlicensed (and uninsured driver) injures or kill an innocent victime then it's "so what?". And how about nailing them for insurance fraud as well? They registered their vehicle for personal use, and also indicated on their incurance application that the car is being driven for pleasure or work, not as a "for hire" vehicle. |

They also undercut the fare on the buses and still whatever noble idea there was in their genesis, today they are a menace being driven in many cases by uninsured, unlicensed drivers pulling all sorts of illegal driving tactics, pulling up in bus lanes, honking their horns incessantly and all sorts of other unplesantries for the public at large. |
