You can go ahead and file a case. The remedy would be for Liberty Lines to obtain a USDOT number. They would be exempt from insurance regulations because they are a public transit operator. It would cost them nothing to fix.

This would only happen as part of a subsidy reduction program, where routes would revert to market based operations and bus subsidies instead of cash subsidies. A budgetary collapse could start that ball rolling.

Back in the mid-90's, both Academy and Olympia Trails were in the market for such an operation with the express services in the boroughs...aside from Academy's Commuter Bus set up.

So, if I understand you correctly, you're arguing the MTA is hiding behind state law to violate federal law, correct?

Then, I would think that SEPTA is in violation of these same policies as it pertains to the 127, which used to have buses marked with the USDOT number on it's buses out of Frontier (a practice that was stopped within the past few years).

Unless SEPTA is using the same theory as MTA (as far as labeling is concerned - ie. exempt as an "instrumentality of the Commonwealth of Pennsylvania), wouldn't SEPTA also technically be running afoul of NJDOT/NJMVC regs that NJT follows?

Same with the 113, which operates into Delaware (and only makes one stop within that state - the Tri-State Mall at the end of the route, although technically there are three posted stops on the complex). I'd suspect that SEPTA's Red Arrow Division might have a USDOT or ICC number from the Philadelphia Suburban Transportation Company days, so I wonder if SEPTA might be legal as far as registration by not labeling.

SEPTA's 306 bus is a little different since it's contracted out, but the contractor does have its USDOT and Pennsylvania Public Utilities Commission numbers posted on it's vehicles used on that line.

Getting back to New Jersey for a second: When TNJ was in existance, didn't NJDOT-owned buses have "State" license plates? When did the practice of standard Omnibus tags for NJT operated buses (along with standard passenger tags for most non-revenue cars and Apportioned tags for NJT rail maintenance vehicles) take effect?

SEPTA may well also be in violation of the rules too; the buses at Frontier are presumably registered. I don't think Victory buses are registered.

By your logic, would Metro-North trucks also be in violation of the rules? I don't see FMCSA stickers on those service trucks, but they do have USDOT numbers (again though, not the legal name of the division).

With that in mind, I looked this morning on my way in.

Verizon, National Grid, ConEd, Schnider National, and several trucks on the turnpike had only the company name and a USDOT number. Some of the trucks also had a city and state on the cabs.

Most of the combination trucks had a full address on the cab, in addition to the operator and USDOT number.

I didn't see any that specifically said owned by, operated by or owner/operator on them.

School buses I saw had the company name spelled out on the side, or said 'Operator' followed by the company name. Only one company had a USDOT number on their bus that I could see; they also had a street address.

If SEPTA is running interstate bus service, they should be following the same rules. It would have to be researched if they have been granted waivers or grandfather rights.

As for the license plates...
* Buses owned by the state into the 1970s had Transportation Department (TD-1234) plates.
* When NJ Transit was formed and titles were passed from NJDOT to NJT, the NJ Transit license plate was created (1234-NJ)
* Buses owned by the Port Authority of NY & NJ in the 80s and 90s had standard Omnibus plates.
* In the mid 90s, NJT owned-and-operated buses returned to Omnibus plates; NJT-owned/private-operated buses could apply for Apportioned plates. While I don't have documentation for this, I'm going to make the reasonable assumption that this was done for the same reason as a regular citizen who leases a car... the titleholder's name is on the registration, but the registration type is based on the leaseholder/operator.

They should be labeled, no question. As for the FMCSA... that may depend on how the company is registered with the USDOT. The trucks are obviously not for-hire vehicles; they are used solely for internal business (maintenance and repair of Metro-North property). That would have to be researched in more detail.

The requirement is the operator's legal name and the USDOT number. Whether the company wishes to add "Operator:" or "Operated by:" is up to them, and a full address may be required for other reasons (state of registration).

Before Greyhound bought New Trails (parent of Trailways Lines) in 1987, TWI buses simply had the legal name and ICC number on the luggage door, nothing else. Greyhound has included the home city since the 1950s.

Why is it that Academy buses (even the state buses) have OMNIBUS plates while most Coach USA and other private line buses (even the state buses, except for Trans-Bridge) have APPORTIONED plates?

I know in New York (only in the city?) the registration address is required for the vehicle in 3" letters of a contrasting color.

My dad got a ticket for it on his truck, after not having it for 20+ years.

I'm pretty sure that I saw a few Academy cruisers with Apportioned plates.

Oddly enough, IINM, Trans-Bridge has both the NJ OMNIBUS tags and Pa. MASS TRANSIT tags.

The NJT-owned buses, I can understand why they have OMNIBUS. They appear to have a dedicated charter fleet of Es and Js.

The address is an NYC requirement. Some companies get waivers because their trucks can be easily ID'd, like those companies you mentioned.

As for school bus companies, they don't need USDOT numbers unless they cross state lines. Atlantic Express buses with AMBOY BUS or STATEN ISLAND BUS (or those in other states such as Missouri, Illinois, or the Southeast) do have USDOT numbers. Pioneer, Supertrans, and Citywide all have USDOT numbers on select units only.
