Are the buses currently operating on Fulton St or Livingston St crowded while on those streets?
I would also ask which stations/lines underground are specifically unable to function due to overcrowding that would likely be helped by increased service on Fulton / Livingston Sts.

If there are 11 or so subway lines in the Downtown Brooklyn area, and enough ADA access to the subway as well, then I'd say the pressure is on the buses to demonstrate their necessity. If people need them, then fine. But if riders can say they want something, they have to "vote with their feet." There should be visibly full (if not crowded) buses along the streets in question.

From my personal observations, I've had difficulty justifying all of the space that parked/stopped buses take up around Cadman Plaza based on the number of people I see waiting for them. And I'm very much a bus fan.
