The only reason there are so many buses around Cadman Plaza is because they need somewhere to turn around and layover. So, yes, if you look at any bus near Cadman Plaza, it will appear mostly empty nearly all the time. But does that mean there are too many buses there? By the third or fourth stop they are all mostly filled.

You also have to remember that the people riding these buses are not the same people who are riding the subway. Most of the people on the trains are not getting on or off in Downtown Brooklyn, but are riding through it. Most of the people on the buses are either beginning or ending their trip in Downtown Brooklyn.

So by eliminating some of these buses in Downtown Brooklyn will force those people onto the remaining buses or onto the already overcrowded subways. Many of the people who are on the buses in the first place is because they are willing to trade an extra ten minutes for a more comfortable and probably a seated ride. But the MTA doesn’t care if someone is comfortable or not, and that is wrong.

Don’t know if it could be done now, but forty years ago, I proposed building an off-street bus terminal by Atlantic Center where virtually all the bus routes would terminate, and operate from there a free trolley on its own right of way along Fulton Street through the courts (where the old Fulton Street used to be, then along Cadman Plaza East and Washington Street and back to the Fulton Ferry. Perhaps, it could also be done today with one articulated bus route that operates like every two minutes all day long, so there is no wait for it. That is the only way I could see ending all the buses laying over near Cadman Plaza. But I doubt it if the city has any interest in building an off-Street bus terminal. They wouldn’t do it in Main Street Flushing, so why would they do it here?
