I'm not quite understanding. The X29 ended at Stillwell for a good 10 years before it was eliminated (the swap with the X28 occurred in the mid to late-90s). As far as the route at the time of its elimination is concerned, all passengers lost express bus service when it was eliminated (except for anybody near Stillwell who can walk to the X28/38, or anybody in Ditmas Park who can use the BM routes.

Aside from that, he's proposing some type of "30 second extension", which the report refers to as a "half mile extension". Maybe he's talking about West 20th Street (so it meets up with the X28). That's the only thing I can think of.

With the X29, it had a direct cost of $8.13 per passenger, compared to $8.64 for the typical express route. It was more efficient than a good chunk of the SI express routes, as well as the eastern Queens routes (mostly due to the shorter distance). I'd say it was definitely viable even in its current form.
