The "redirect part of the route" is the part of the X28 and X38 in Coney Island that formerly was part of the X29. So when they discontinued the X29, not everyone lost their service. Some now take the X28. My guess is that he is unaware that a small portion of the route was maintained as part of the X28. He just wants service at Neptune and West 5th that lost service.

The last time ths was proposed, the MTA said it would consider extending the BM3 instead to Neptune and West 5th which would really be dumb because from Coney Island the path would be very circuitous and time consuming. It would also be costly to operate.

Without annexing back the former part of the route in Coey Island, I don't think the X29 would be viable. You are right that compared to MTA Bus express bus routes that were maintained after the 2010 cutbacks, the X29 was more efficient than many of them.
