Mayor Bill de Blasio signed legislation Monday that reduces the limit from 35 mph starting Nov. 7. The measure is part of the mayor's ambitious traffic safety plan known as "Vision Zero" to reduce pedestrian and driver deaths. De Blasio stood with other elected officials and relatives of accident victims when he signed the bill on a street corner on Manhattan's Lower East Side. He said the survival rate of an accident at 25 mph is much higher than at 35 mph. Ninety percent of the city's streets will have a speed limit of 25 mph or lower.
