The DOT answers in the link are misleading. They say that increased crashes at locations with red light cameras is a myth and then they give statistics about injuries. Comparing crashes and injuries is like comparing apples and oranges. Their answer doesn't address te question.

Correct; injuries is the more relevant statistic to compare.

Similarly they state that three seconds is adequate time to stop without acknowledging that stopping distance is related to speed. If the speed limit is 35 mph as it is currently on Woodhaven Blvd, three seconds is definitely insufficient.

Correct; it should be 3.6 seconds (assuming grade of less than +/- 3%).
