Yes depending on the situation. Yes in the first case because there is a "drop only" stop in Ridgewood. If the driver doesn't have any tickets for there, then there's no stop.

Yes regarding demand in the second case because that 6:30 to Albany is supposed to go to Montreal without the stop in Kingston. However, if the Kingston commuter bus is full, there isn't an extra section available (or it's only a few people) and there's room on the Montreal bus, then yes it makes sense to just take the extra people and drop them off.

Every intercity carrier has a clause in their contract of carriage stating that they are not responsible or liable for any last minute schedule changes. The Kingston stop is an example of that.
