Yes it is - they are Adirondack runs from my understanding. And yes to hours of service. A driver is only allowed to be on-duty a total of 15 consecutive hours within a 24 hour period and can only drive 10 of those 15. Regarding commuter runs - what a driver is supposed to log are the pieces of work they are "on duty," while everything else is supposed to be logged off-duty unless they are working another piece of work in the middle. For example: Driver X has bid a commuter run Monday through Friday that runs the Kingston local via Route 32, departing at 7:00am and returning at 6:00pm. This is what he would log: On-Duty, Not Driving Report to Terminal (Hurley, NY): 6:00am Pre-Trip Bus (Hurley, NY): 6:10-6:30am On-Duty, Driving Departs Terminal Hurley, NY): 6:30am Arrives Kingston for line service: 6:45am On-Duty, Not Driving Loads passengers in Kingston: 6:45am-7:00am On-Duty, Driving Departs Kingston via Route 32 Local: 7:00am Arrives New York Port Authority: 9:10am On-Duty, Not Driving Unloads passengers, reports to dispatch: 9:10-9:20am On-Duty, Driving Departs Port Authority to Layover location: 9:20-10:00am Off-Duty: 10:00am-5:00pm On-duty, Not Driving Pre-Trips Bus and Prepares for Evening run: 5:00-5:10pm On-duty, Driving Departs Layover location to Port Authority: 5:10pm Arrives Port Authority for schedule: 5:50pm On-duty, Not Driving Loads passengers at Gate: 5:50-6:00pm On-Duty, Driving Departs New York for Kingston via Route 32 Local: 6:00pm Arrives Kingston: 8:20pm On-duty, Not driving Unloads passengers: 8:20-8:25pm On-Duty, Driving Departs Kingston: 8:25pm Arrives Terminal (Hurley): 8:40pm On-Duty, Not driving Post-trip, Completes paperwork, submits to dispatch: 8:40pm-9:00pm Off Duty: 9:00pm Total Hours: On-Duty Not Driving: 1hr, 40 min On-Duty Driving: 6hr, 20 min On-Duty Total: 8hr If you count the total hours end to end, it's 15 hours. However, even if it was over 15 hours the run is still legal because the driver was not on-duty for the entire duration of the 15 hours - the driver only worked 8 of the 15 and was off duty for 7. This is called a split-shift or a tripper schedule. The key word here in the regulation is consecutive. In the case of a select few companies (most notably Academy), most of the senior drivers are given a charter or contract job in between their commuter runs. They are able to balance it out legally either by juggling the commuter runs so that the drivers are "scheduled" with enough time off between runs, or the jobs are worked so that they are within the 15 hour driving rule. I hope this clarifies a few things.... |
