It looks like it's two-way up to 45th Street (between 44th & 45th, it has the striping of a two-way street, but on Google Streetview, all of the cars are going one-way southbound)But yeah, it probably would make more sense (especially since the M50 already runs along 12th Avenue south of 49th/50th). The only logical reason I can think of would be to avoid some of the traffic near the Lincoln Tunnel (assuming it gets backed up north of 50th). But then again, you're going in the opposite direction of the Lincoln Tunnel traffic (northbound rather than southbound).
