When you mentioned "some insane reason," the first thing that came to my mind was the relationship between human nature and private automobile use, for which which too many people seem to find too many 'reasons.'

It is very easy to see the connection if one recognizes the "insanity" of human nature. As Mother Teresa once said, "People are often unreasonable, irrational, and self-centered. Forgive them anyway."

The "forgive them anyway" part may not be relevant to this discussion, though. Not because they should not be forgiven, but because forgiveness is probably not really relevant to implementing mass transit improvements.

As we have seen with the 125th Street SBS project, no one can "take the pain" because so many of them seem to find private automobiles so "useful" that we have these situations where nobody wants to give up any of those precious street parking spaces to give [surface] mass transit more of an edge, and double parking on streets where buses run is tolerated far too much.

So much for democracy, which "cannot succeed unless those who express their choice are prepared to choose wisely," as FDR once said.

The hugest problem is that society and culture make far too many accommodations and have created far too many 'reasons' for the use of private automobiles at the expense of mass transit (and bicycles; private automobiles being operated by operators who are often not careful or patient enough on the road present the biggest danger to cyclists and decrease the viability of bicycle use for many people).
