David Gunn did not like Grummans, he wasn't in charge when they were ordered, and he wanted them out.

I'm not sure it was a matter of Gunn not liking the Grummans - as WMATA chief about ten years later, he OK'd the ordering of Flxible Metros. I think what it was is that he was new to the NYCT job, he wanted to make a splash coming in, and the Grummans were a convenient scapegoat. The A-frame problem had been solved and the fire that convinced Gunn to pull the fleet was later found to have been caused by deficient maintenance, not a design defect.
