The Authority will say the B/O saw/heard the m/c start and the headlight on and SHOULD have anticipated an impromptu start and rapid acceleration and should have been slowing to yield whether or not the m/c did anything! the accident reviewer will smile a snake oil salesman smile and say "Better safe than sorry!"
It's a brave new world in the mind of the accident reviewers. Almost EVERY right side accident is deemed preventable. Rated: Preventable.
