The B103 is successful because it both connects two areas that would otherwise be unconnected (Downtown Bklyn with Canarsie) and fills in gaps in local service along the way (Avenues M and H). So maybe something from Manhattan Beach (North shore) then via Knapp St (entirety), then to, say, Kings Plaza, and non-stop to Rockaway Pkwy L Station. Can be adjusted as you wish but just thinking out loud.
