Politics come in less for WMATA bus purchases than you'd think, if it did they definitely wouldn't have bought LFA's for the additional cost versus an LFR. The only time it came into question with a purchase was with the Orion II's and that was because D(C)DOT owned them and leased them to WMATA.

Jurisdictions declining to participate in certain orders/programs is more common. Then-governor Ehrlich getting WMATA to cancel plans to make Montgomery a CNG division and DC/MD opting out of the 9800-series Flxible order due to funds are the two that come to mind.
