Then which line would you give it to? The E and F are already express, and I don't see much sense in giving it to one of the local lines when they'll only have two more stops after the super express run. The Rockaway line is a prime candidate for the service. It's got MANY stops before reaching the super express segment. Being that it is the only line serving that area, it will likely be crowded by the time it reaches the super express segment, which means it would make sense for a train that will probably be packed by then to run express to Manhattan.
